Fax and Scan error - One or more recipients do not have a fax addr

I have a client running Vista Business on and SBS 2003 network. He's having
trouble faxing with Vista. He can fax out okay when he picks the recipient
from his address book but he's unable to just type in a local fax number and
hit send. I've tried typing the fax number multiple ways, for example say
the number was local and 123-4567. I've tried typing 123-4567 and 1234567
and 1 areacode 1234567, and so on. The same error appears no matter what.
The error is:

The message could not be sent.
One or more recipients do not have a fax address. Please check your Address
Book and make sure all the recipients have a valid fax address.

Now, I could see this being a valid error if he was trying to pick a name
from his address book but he's just trying to type in a number manually. His
partner, also running Vista Business, has no problems manually typing in a
number. I've checked and thier dialing rules are the same. Even though my
screen shot link above shows him set to use My Location for dialing, this
error happens even when the rule is set to none, which is how you would
normally send a local fax. The fax number goes red and the error appears no
matter what he types in the TO field. The only difference between guy1 (not
working) and guy2 (working) is that guy1 has the SMS Link features enabled in
Outlook 2007 which adds another MAPI address book. I myself use SMS Link
though and have no problems faxing out of my Vista Business system / SBS 2003
network.

Both Vista and SBS are running latest patches so I'm running out of ideas on
what could be causing this.

By which method is this fax being sent and where is the phone number being
typed? Have you tried using international format? That always works best.

I'm not sure what you mean by the "method the fax is being sent." I tested
this myself using RDP into his system. All I'm doing is starting up the Fax
and Scan program and clicking New Fax, typing in a local fax number, a
subject, and hitting Send. It fails instantly, the error pops up and turns
the fax number to red as if it were invalid. Even though it's a local
number, i've tried the international dialing by typing +1 (areacode) number,
for example +1 (234) 567-8900 but the result is the same. The other vista
PC is fine.

accurate steps to repro your problem, including your fax modem
configuration.

Thanks for trying to help but the fax modem config is irrelevant. The modem
is on an SBS server so all you do in the fax console is point to the SBS
server. This is a client issue because it works fine on the other Vista
system and all XP Pro systems. It's just this one user / PC giving me the
problem. All systems fax via the same SBS server's fax modem. It's an
external US Robotics 56k fax modem.

Anyway, I was able to fix the problem by removing the Mobile Address Book
MAPI address book in his Outlook profile. This SMS link stuff Microsoft has
setup seems to be pretty buggy anyway. On all systems I've enabled it on
(via Outlook 2007) you can't even open the Mobile Address book or else
Outlook crashes.
