Install Driver for HP Scanjet 3800

Downloaded driver for scanner in PC with Wista Starter and Notebook with
Vista home premium, in both cases when installing driver there is a message
error, asking to logon as admininstrator, in both cases I am logged on as
such.
HP says it is a system problem.
What can I do?
