Windows Fax won't receive faxes

I have Vista Ultimate. The Windows Fax & Scan software will send a fax, but
it won't receive. The software is set to automatically receive faxes. The
phone rings, it says the call was answered as a fax, and then it delivers an
error message, "the remote fax machine did not respond in time and the call
was terminated." I am logged in as Administrator, and set the permissions to
"allow" for everyone. Any ideas on what is causing this problem?

Verify your fax modem is on the VHCL.
