Adding Fax to Vista Home Premium?

I've got two PCs, one with Vista Ultimate, and one with Premium. For reasons
that are too complex to discuss, the Ultimate PC is unable to connect to the
fax line.

Is it possible to transfer the Windows system files from the Ultimate PC to
the Premium PC so that I can set up faxing on it?

Windows Fax and Scan is only found in the Vista Business
and Ultimate editions, not in Vista Home Premium. You cannot
copy system files from Vista Ultimate to Vista Home Premium.

Consider purchasing a dedicated fax program such as Snappy Fax:

Do you know if Microsoft is planning to remedy this glaring omission of fax
capability in home versions of Vista? This is almost as bad as the lack of
Vista driver support for printers, scanners, and other hardware. I already
had to keep my old XP computer running to use a perfectly good and relatively
new scanner, and now I have to use the XP computer to send faxes. It calls
into question why anyone should buy a new computer when the OS provides less
functionality in basic areas that are very important to home users. I guess
the word "Premium" just doesn't mean what it used to.

And adding insult to injury, the Vista Premium Help and Support function
doesn't tell the user that the fax capability has been removed when a Vista
Premium home user searches for "fax". This left me looking on my computer
for 45 minutes for something that does not exist. Only a general Google
search led me to the answer, including this thread. If Microsoft thought
that removing fax capability was such a great idea, why hide the truth when
Vista Home Premium users search for "fax" in Vista's Help and Support?
Obviously, I am not happy with Vista and probably cannot be made happy, but I
do thank you for listening.

Drivers for fax related equipment are primarily the responsibility of
vendors, not Microsoft.
Next, I'd agree that dropping fax capability from the home versions was a
bad idea from the customer viewpoint. On the other hand, the popularity of
"all in ones", and the peculiarities of them may have driven Microsoft to
it's decision, in order to eliminate a support nightmare.

I read the "may have" in there as pure speculation, and although I do
not doubt the support nightmare I do strongly doubt that the root of its
cause is meaningfully tied to the popularity of "all in ones".

If there is a developer at Microsoft actively developing fax protocol
for Class 1 and Class 2.0 fax modems (or even just actively developing
other Fax Service features) I would very much like to hear from you.
