Windows Fax and Scan - banding

Incoming faxes frequently have white/blank banding cutting off last row of
tables, hanging serifs of final sentences in paragraphs. Outgoing OK.
Testing against a conventional fax.

Is white banding a known issue?
Indicative of - bad phone line? Lame modem? Bad setting somewhere?
