Scan Good but Fax Preview Bad

Does anyone know why Windows Fax and Scan does a great scan (clear) and then
when using the Fax preview before sending the fax, the view is not clear?

Is there some setting that I need to change?

It's the resolution requied for fax transmission, only 300dpi, never looks good
