When are you checking it? My guess would be that it shouldn't be empty
at least while the dialog is up. I would run FileMon to check for a file
permissions problem in that folder.

They certainly could improve on the diagnostics.
E.g. it looks as if the Line: 2026 will be referring to a different
module. So even if you wanted to check the context of the error
using the source you would have to use a script debugger to find
out where it really is getting that error.
FWIW I get similar messages to that one trying to run .swf files
either locally or via direct URL. My workaround in that case is
(ironically IMO) to toggle _on_ LOCALMACHINE_LOCKDOWN
by _unchecking_:
Allow active content to run on files in My Computer*
(in Options, Advanced tab, Security section)
Note that the asterisk means that a restart of IExplore.exe is required
before any testing of the new setting will be valid.
BTW is the Vista Help page _still_ pointing to IE General
instead of Vista Printing Faxing and Scanning?
If so you will have to find a different portal which lists
*all* the Vista newsgroups.
