This is because of a setting in the Photo Screensaver settings. In Control
Panel, open the Screensaver component and select the Settings Button for the
Photo Screensaver.
At the bottom of that dialog, click the Use This Theme drop down menu. You
will see the options there. If you use the Random option, you will
occasionally see the Black and White effect.
