Restart and Turn Off aren't working..

I bought my Computer last week, ASUS F3JP-AP098E/T5600/2GB/160GB/8SL/ with
Windows Vista. I'm trying to find out why is this computer working so bad..
Its very slow. The Bigger problem is when I try to restart or turn off the
pc, Appears something like. Restarting.. or closing all programs. but nothing
happens.. I'm always shutting it by the turn off Button. Can you help me with
this?? I don't know what to do.. Thanks!!

If there were problems with it right out of the box before you installed any
apps then contact the computer's tech support for help. A new system should
not be having problems.
