Need some help with Vista Ultimate...please look

I am running Vista Ultimate x64 and all has been running fine. Last night I
was doing some system clean up and after one of the reboots when I went into
"Administrator Tools" the only thing there is the following:

Microsoft .NET Framework 1.1 Configuration
Microsoft .NET Framework 1.1 Wizards

That's it! There should be more and I confirmed as such on my Vista
Enterprise laptop. Anybody got any ideas on how to reset the Control Panel?

FWIW, I created another another account and gave it admin priviledges and it
has the same nearly empty Administrator Tools.

This is a new one to me!

I guess I would start by asking what exactly did you do during your "system
clean up"? That may be the answer to your problem. To fix it, have you tried
System Restore to a point in time prior to your "system clean up"?
