Hi,
To start with, nothing in the registry would affect a library file. If the
file is missing, corrupt, or an incorrect version, the method to fix it is
to run the system file checker from an elevated command prompt.
For an elevated prompt, type CMD into the start/search line, then right
click the menu entry that appears and choose 'run as administrator'. Click
continue at the UAC prompt to open the command line box. Then type in 'sfc
/scannow' and allow it to validate the system file set (you can safely
ignore any log errors).
