Blue Screen IRQL Not Equal Or Less Than...PLEASE HELP!!!

I'm using Vista Ultimate on a laptop only a few months old. My problem is that every time I try to start my computer normally, I repaetingly get the error message:

IRQL_NOT_LESS_THAN_OR_EQUAL
Stop: 0x0000000A (0x00000000, 0x00000002, 0x00000001, 0x822...this part always chages)

I can only run while in Safe Mode, so a lot of options such as using Memtest on a CD are out because the drive won't work

I'll also add that I have BSoD'ed months previous to this, but Startup Repait fixed it quickly. Also Symantec is constantly malfunctioning.
