How to fix problems with the power plans

I'm running Windows Vista. When I select the power plans balanced (it happens
when the charger is plugged or unplugged) and high performance (when the
charger is not connected), I can't control the arrow effectively. It goes
where I don't want it to go. How can I fix this?
