Vista has a lot more services it has to wait to clean up their acts before
it shuts down.
It turns off the monitor sooner (actually just fades to black) so it will
give the illusion of a faster shutdown.
But since Vista doesn't let anything... device drivers, programs,
services... anything, keep it from shutting down, you can usually be more
confident that it will .. at least eventually .. actually shut down.
That's what I heard anyway.
