can't set photo as desktop background

When I try to set a photo which is in my Photo albums as desktop
background, either by right clicking or via File/set as......, sometimes
I can do it and sometimes I can't and then I get a message to say check
permissions for this file. Please can someone tell me how to do this. I
forgot to mention that when I right clicked on the
file/properties/security I found 1 System (This entry was blued out) 2
dawn;dawn-pc-dawn Administrators ; 3 dawn-pc-administrators.
No-one else uses this computer but me.

In the future, please post to all newsgroups at the same time

OOPS! sorry!As I had 25 views and no replies to my thread in file
maintenance, I presumed that I had posted it in the wrong forum and so
that's why I posted it here. I had no idea that this was not allowed.
