As DL told you, you must save the installation executables you downloaded
and any product keys in order to be able to reinstall your games. There is
some troubleshooting you can do before returning the machine to factory
condition, though.
Since things work in Safe Mode, this means that something running in Regular
Mode is causing the issue. It could be a physical problem - usually with
the graphics chip (since you have a laptop this is on the motherboard) - or
it could be a software problem such as bad drivers or a program running in
the background.
Make sure you have the latest drivers from Dell for your specific model
laptop. Then do clean-boot troubleshooting to determine if something
running resident is the culprit.
