WEI Cannot Complete Assessment

I have had Vista Home Premium running since November, but in the past
few weeks I cannot run WEI. Other threads mentioned my NVidia 7600GS
as a possible culprit, but it used to work OK. After it started
failing I upgraded the NVidia driver from 175.16 to their Vista 175.19
to no avail.

Could SP1 be the culprit? That's about the time WEI quit working.
