looks like it could be a video driver problem as you can boot into safe
mode.
Depending how long you have had the problem the first thing would be to
do a system restore to a earlier point before the problem started, if
you have one.
you could try to update your video driver from within safe mode
you may want to try a 'Startup Repair '

that helps ( as you have a system restore disk from HP and not a vista
install disk you will have to look at the repair disk download shown in
the warning box)
If this does not work you may want to run 'this tool'

and post the results back.
if all else fails, if it is possible for you to borrow a retail vista
install disk, you could do an upgrade install which would retain your
files. As long as you use your product key this would be OK.
It should be hopefully be possible to recover your system without the
HP system restore
