welcome center problem

I have a new Toshiba laptop with Windows Vista Home Premium. The problem is
that welcome center can not open (just stuck) and I have to end it by Task
Manager.
Anyone can help?

Do you want to see it? If not, run msconfig (Windows > msconfig > Enter).
Click the Startup tab and uncheck the welcome centre entry.

Also go to Thoshiba Support, pick your model and installed the updates.
