erase CD's

Operating Vista Home Basic on Gateway Desktop T5082 w/Intel Pentium 4. I
have several Philips CD-RW discs l when I attempt to copy files to them MS
shows up and says it is formattin disk. After showing activity in a little
progress bar for a
little over 3 minutes, MS says "format failed". Isnt't there some way MS
could look at the file structure NTFS or something
and determine in advance if it would fail?
