All access denied through start menu

I am unable to open anything in the start menu. This problem can be
temporarily rectified by restarting the computer, but the next time may
result in the same problem.

I need to revise my question. The specific programs I am unable to connect to
through the start menu are: welcome centre, windows photogallery, all games
except one- inkball, control panel and default programs.
Is there any solution to this malfunction?
