Activated but still restricted?!?

I have Vista Business 64x SP1 RC.
I needed to reactivate because of harware change.
Now when I try to activate, Vista says it is activated!
The problem is that I still have no Aero, no Control Panel etc.
What should I do?

Use the Activate by phone service. In case you have an OEM license, hw
changes may cause problems, and you need to wait until your call is answered
by a real person.
