Window Quits Scrolling

Using Vaio laptop. I can be scrolling through a window either in IE or
Windows Mail or typing and the top bar (with min, max & close boxes) turns
grey and won't scroll, stops typing, just quits unless I click in the window
then I can continue. Thought it was a registry problem, downloaded and bought
"RegistrySmart" and it worked once.After starting computer it started again.
What is wrong? Completely frustrated at this point!!
