start up screen enlarged

when i start my computer the screen and icons appear large and i can not open
the programs up to be able to use the system restore. is there a way to get
to system restore without going through the program menu

Install the system disk and begin an installation. There will be prompts to
allow you to recover, reconstruct, or reload the whole system.
