Basically, no. Programs have to be uninstalled, not just deleted. Disk
Cleanup can be used to clean up temp files, there's nothing that will
automatically remove files that haven't been accessed in a certain time
frame. While I can see where a tool or setting like that might be useful, it
would really tick my wife off if it were accidentally enabled and erased the
past 4 years worth of pictures.
