Vista's Not letting me download anything...

I just bought a computer that had Vista installed on it and I'm having
problems with downloading any program files from the Internet to a second
administrator account. Can anyone help me with how to fix this? Sometimes it
will fully download when I click on run, then disappear. I try to search for
the file, but it doesn't exist. Please, any help would be appreciated!

have you disabled 'user account control' in the control panel>user
accounts??
