Flashing in IE7 since installing Vista Home Premium

Since installing Vista Home Premium, I'm getting severe flashing when I
scroll a page in IE7. Does anyone know what causes this and how to fix it?

replace your video card, or get a mac.

Probably your video card driver. For now you might want to try turning off
smooth scrolling in IE.

I don't have any such problems in IE 7 on my Dell Dimension E520 with an ATI
x1300 Pro w/256MB VRAM.
Also using Vista Home Premium. But my version of VHP isn't an upgrade, it's
a clean installation of a System Builder Kit.

I also have smooth scrolling turned on.
