Reliability Monitor not updating

Some day I found that Reliability Monitor shows only date: 1.1.1970. After
some search in registry I found that it uses files in
c:\ProgramData\Microsoft\RAC\. But they was empty (size > 0, but filled with
zeroes). I deleted them. And started c:\windows\system32\racagen.exe
(elevated). After this I could see all dates. But this information is not
updating automaticaly anymore. How do I enable automatic update of
Reliability Monitor?

I have found that my RACAgent Task (in Task Scheduler) has Last Run Result:
0x80070005. On my second computer it is 0x0.
What does this number mean? How can I fix this?
Is here anyone from Microsoft? As I was Beta tester I could fill an Feedback
& Bug form and get response from someone at Microsoft. Now I don't see
anything like this
