System hangs. Task Manager useless

Vista (and XP64 too) will hang and be unuseable under the following
circumstances and although Task Manager can be started, it cannot shutdown
the offending program.

The P2P program emule attempts to access the internet through my router but
the router is receiving insufficient voltage from the power line and will not
connect. emule hangs and the whole system hangs. The only way out is a manual
reset.

This type of problem is as old as computers themselves, surely MS can figure
a way of releasing the system from a device hang?

perhaps its similar with mine, when torrentclient is running intensively it
hangs frequently while when i dont run it i can have vista up for more then a
day, but even by just using browser and click somewhere or watch a movie can
make it hang.

either its data traffic the cpu cant handle or something related to ram/hd?
