IE7 keeps saying protected mode is off on bottom but it is on?

In my status bar on the bottom of IE7 it says protected mode off. But when
I check the settings in IE it is indeed on. I have reset to defaults and it
still says protected mode off. How can I fix this? Is it off or on? Help!

If you have UAC turned off, then Protected Mode will also be off, even if
you still have it checked in Internet Options.
