Problem reports & solutions won't open

I have some problems with my Vista installation and I frequently get problem
reports and solutions. When I click on them to open I get a dialogue that I
need to choose a language (English) and after doing that I always get a blank
browser screen saying that the solution could not be shown.
I now have a number of solutions posted, but am unable to see the
remedies...! Frustrating.
Second, I have been adviced to run a program called scanpste.exe to avoid
some problems I have on my Outlook install, but cannot find it. Any hint on
where to look for it?
