Message "Wait while Windows configures..." when I launch applicati

When I launch some applications (Skype, iTunes, etc.) using icons on desktop
message "Wait while Windows configures [this program]". It takes some time.
This message appears every time I launch this application.
When I launch applications from its location (C:\Program Files\...)
everything is OK.

Tried installing these programs on another Vista computer. No problems.
