Windows Script Host

How do I get access to Windows Script Host enabled? I'm trying to download
the Windows Installer cleanup utility but get the following error message:
Windows Script Host access disabled on this machine.

Help would be greatly appreciated as I am going nuts trying to get my
Installer to work properly.
