Vista 64bit Plug and Play

When I insert a CD, DVD or USB flash memory I don't get a window to pick
what to do - I have to manully open my computer and go to the CD/DVD/USB
drive folder. Plug and Play service is running.
Does anyone have an idea what's causing the problem?
