Welcome Centre and Sidebar

Hi,

I wanted to find out if anyone knows why bothe the Welcome Center and the
Vista Sidebar are giving trouble. The Welcome Centre does not load at
startup or at any other time and the side bar does not allow new toolbars to
be added.

Any suggestions/solutions?
