Hi,
Run msconfig from the search line, put the system in diagnostic mode and
reboot. Does the delay still occur? If not, then you can move to selective
startup and begin re-enabling loading programs a few at a time until the
delay occurs again. At that point you will know what has been restarted and
causing the delay to occur.
