Background Disabled and No Net Tabs

I've just started up my computer and my desktop is black yet I can still see
the icons and use everything perfectly fine. I tried to add a wallpaper but
it said my desktop is disabled.
I also went to use my internet and the tabs have disappeared. I have double
checked that tabs are still selected in the internet options, and they are.
Any suggestions or help would be appreciated.

I would suggest a scan for malware as your first test. Something may have
gotten by your current protection, so I'd suggest these free online scans:
