Hello,
yes, I had it often when I had ZoneAlarm installed. I double-clicked the
ZoneAlarm icon in the right corner of my screen and chose to restart the
service within ZoneAlarm.
You can look into your Services (Windows-key+R -> services.msc) if
TrueVector Engine (or something) is listed and double-click it to restart it
manually.
Or (in that times when I had it), a complete Windows restart resolved the
problem.
