Dealing with netsh static ip's and dhcp

I am presently trying to set up a network from my laptop to another source via ethernet, using my laptop as internet source.

I am familiar with netsh commands but I can't find out a way to setup a static ip with dhcp enabled.

I have a 169 ip naturally which allows dhcp but when i try to set up a 192 the dhcp is diabled. When I enable it it returns to the original 169 address.
