Always available offline missing from folder options

I've been using offline files for months. As of yesterday, when I
right-click on a file, the "always available offline" is no longer
showing as a choice. I can select properties, then go to offline files
tab, and select it that way. How do I get it back to be available at
right-click?

I have disabled offline files, then re-started, then enabled offline
files, restarted, and it still doesn't work.
