IE7 Runtime Error

If i try to open a website I get a messate with a title bar reading
"Internet Explorer Security". The messages are:

Then I put a check mark on "Do not show me the warning for this program
again"
And click "Allow" or "Don't allow" button. Then the following error
message is returned:

What I have done with IE7 is disabling add-on programs.

How can I fix this problem?
