From the threads i noticed that the rasphone.pbk is corrupted.
My rasphone.pbk is 0 bytes in size.
I am the administrator, the file is not readonly.

Your problem sounds much like Error 624 which pertains to "Telephone book file cannot be updated." or "Cannot write to the telephone book."
It typically occurs when you're trying to connect to the Internet via a standard dial up modem connection. Did you experience a failed dialup connection? Try repeating the procedure, sometimes it works. However, this is not a desirable situation and it can be resolved.
