Can't connect to anything but websites!

Hello,

I have never had any issues with connecting to various programs (AIM,
Pidgin, World of Warcraft, etc.) until I have come to Spain from the
United States. Here it seems that other people can connect to these
programs, but I can't.

I'm running Vista Home Basic. Here is my ipconfig info and a tracert:

I've tried a multitude of things -- turning off all firewalls, etc,
but nothing changes this. I also experience the same problem on a
different network at the building where I'm taking classes, so I'm
wondering if this is a general conflict between my configuration and
Spanish networks, European networks, or if something has just gone
wrong and I'll have this same issue when I come back to the US.

Any help would be greatly appreciated. It's driving me insane that I
can't connect to anything!

The tracert log shows that either your US8200 router is not forwarding ICMP
packets or your firewall is blocking them. Was the Windows firewall disabled
when you ran that trace?

I don't think being in Europe or US would make any difference. Have you
escalated the issue to the network admin at your workplace? Maybe you need
some extra configuration at the firewall, or you have to join a domain to be
able to have outbound access to non-http destinations.

What puzzles me is that you are having the same problem at home. That would
make me suspicious of your laptop config.
