secpol.msc Error

My company has SBS 2003 and I have a user that can't remote in to his
desktop because he has Vista Home.

he did go to a link

The OS error said that he didn't have secpol.msc

Is there a work around this so my user can remote in to his desktop?

Server is SBS2003/Desktop is Win XP Pro.
