When you say that one computer "cannot see" another, you're discussing the
Network display I'd bet, not the Network Map. The LLTD responder is not
relevant here.
Check the personal firewalls on the XP computers.

Then diagnose the problem, using logs from "browstat status", "ipconfig /all",
"net config server", and "net config workstation", from each computer. Read
this article, and linked articles, and follow instructions precisely (Download
browstat, and note how to start a command window in Vista as an administrator!):
