Then it could be borderline performance from your other connection.
You might be able to change the effect of that by disabling search
from the Address bar.
BTW the fact that you admit that the problem symptom is "from ANY browser"
proves that your problem is not related to IE specifically so you would probably
get more informed assistance from a newsgroup which specializes in networking
from your OS. Cross-posting to one for convenience.
