Very slow downloads in Microsoft Outlook 2007 running Win Vista

The email downloads from my POP3 account into Microsoft Outlook 2007 on my
Windows Vista Basic 32 are very slow. The email start downloading in Bytes
and then progress to KB. MY email solution provider claims this is problem
with Vista.

I have already applied the KB article KB935400 but this is no help and the
problem is still evident.
