I'm not sure if your question has to do with wanting to know if you can
set up a wireless router with dialup Internet access or if you just want
to set up a Local Area Network (lan) wirelessly but with no Internet access.

In both cases the answer is yes. Here's a link about sharing dialup:

http://www.ezlan.net/DialUp.html

If you need more than this, please post back with a more complete
description of your computers and what you are trying to do.

Re: Do I need high speed internet for a wireless router to work?
Thanks for the reply. Right now, I want to set up a wireless home network so
that I can transfer files from one computer to the others, print from one of
two printers, and play multiplayer games. Cable and dsl isn't available in
my area so I am stuck with dial-up. I didn't know that sharing dial-up is
allowed. Well, I don't need to share the internet connection. Right now, I
have four computers. Two running windows vista home basic and the other two
running windows xp. They all have wireless card built-in or wireless usb
adapter. I don't have a wireless router yet because I am trying to find the
answer to my question before I go and buy. Again, all I need is a wireless
home network to share files, printer, and play multiplayer games, like Age of
Empire, Black hawk down, etc.

there are Wireless routers and there are Wireless "Access points".
An access point may not provide DHCP services (and is un-wanted if you
run Internet connection sharing).
Personal preference is separate boxes for separate functions.
Therefore, my router handles the DSL, DHCP and I use a access point
that just allows wireless to attach to my network.

\The advantages are; I can reboot any piece without disturbing the
wired network (except the DHCP part). My higher end router even has a
dial up (as a backup) feature, so no specific computer hosts the dial
up and auto-switch (if enabled) happens without user intervention.
