F5 VPN (Device will not create)

I need to connect to a VPN, my system will not create a VPN device (Vista
Business), I am an Administrator.
One message when the F5 attempts to install is:
"Registry Key required for the TCP/IP configuration is missing SSL VPN may
not function properly. Please contact system administrator.

Please help.
