cannot create a connection

Im trying to set up a dial-up internet connection with the wizard but it
keeps coming back with "the wizard cannot create the connection". the phone
line is fine and i was using the same computer to access the internet with xp
an hour ago. the modem is working fine and im pretty damn sure my settings
are fine. ive also tried it with the modem cable unplugged and am getting the
same response. it doesnt even look like its trying to connect.any help would
be appreciated.
